File showing up in iTunes folder but not iTunes itself

I am currently trying to add a custom ringtone to my iPhone 4S running on iOS 9.3.5. As described in the title, I have a file showing up in an iTunes folder but not iTunes itself. More specifically, my file shows up in the Music>iTunes>iTunes Media>Tones Folder. It, however, is now showing up in my Tones playlist in iTunes. As far as I know, I cannot edit any of my other playlists, and whenever I try to drag things into my Tones playlist, nothing happens. My laptop runs on Windows 10, and I am using iTunes 12.4.3.

iTunes only shows what has been added to it, not everything that might be placed in the media folders. Drag and drop that file into ...\iTunes\iTunes Media\Automatically Add to iTunes. As long as it is a valid tone file (AAC format with .m4r file ext. and less than 40 seconds long) it should be moved back into the Tones folder and added to the Tones section of your library.
